Mombasa Governor Abdulswamad Shariff Nassir has sworn in the inaugural Board of the Mombasa County Revolving Fund, marking the official implementation of the Mombasa County Revolving Fund Act, 2026.
The established fund is expected to provide affordable financing to entrepreneurs, women, youth, persons with disabilities, cooperatives and small businesses, with the aim of promoting enterprise development, accountability and sustainable economic growth across the county.
Speaking during the swearing-in ceremony, Governor Nassir said the initiative seeks to address one of the biggest challenges facing small businesses by improving access to affordable capital.
“Economic transformation begins when people with good ideas have access to the capital they need to grow. We are moving with urgency to operationalize this Fund so that businesses can access financing, create jobs and expand opportunities across Mombasa,” he said.

The governor described the inauguration of the board as a key milestone in the county’s agenda to empower residents economically and ensure local development translates into tangible benefits for communities.
Samuel Omondi Okech will chair the board, while Munira Hamisi will serve as the Chief Executive Officer. Other members are Elizabeth Sonia Michael, representing women; Abduswamad Noor, representing persons with disabilities; Hamza Kombo, representing youth; Chief Officer for Trade Hamisi Kurichwa; and Chief Officer for Finance and Economic Planning Swaleh Mwalizuma.

The board is expected to oversee the operationalization of the revolving fund and guide the implementation of programmes aimed at expanding access to affordable credit for eligible beneficiaries across Mombasa County.
